About Us

The Board of Housing Developers (BHD) in Negara Brunei Darussalam was established under the Housing Developers (Control and Licensing) Order, 2012, with the responsibility of regulating and controlling housing development activities through a licensing system.

In 2023, the Order was elevated to the Housing Developers (Control and Licensing) Act, Cap. 259, reflecting efforts to strengthen the regulatory framework. However, as of June 2026, the Act has yet to come into force, and the Board currently operates in an interim capacity pending its full implementation.

Objectives of The Board

Upon commencement, the board aims to:

• Grant licences to housing developers to undertake housing development of more than four units in Brunei Darussalam.
• Maintain and uphold professional standards of conduct and ethics for housing developers in Brunei Darussalam.
• Promote learning and awareness regarding housing development in Brunei Darussalam.
